பயனில்லா பட்டங்களை வழங்கும் கல்வி மையங்களின் பொறியில் சிக்க வேண்டாம்: ரகுராம் ராஜன்

மாணவர்களுக்குக் கல்விக் கடன் வழங்கும் விஷயத்தில் வங்கிகள் மிகுந்த எச்சரிக்கையோடு செயல்பட வேண்டும் என்று ரிசர்வ் வங்கி கவர்னர் ரகுராம் ராஜன் கூறினார்.

நொய்டாவில் உள்ள ஷிவ் நாடார் பல்கலைக் கழகத்தின் பட்டமளிப்பு விழாவில் பங்கேற்றுப் பேசிய அவர், பயனில்லா பட்டங்களை வழங்கும் கல்வி மையங்களில் படிக்கும் மாணவர்களுக்கு அதனால் எந்தப் பயனும் கிடைக்காது. வேலையும் கிடைக்கப் போவதில்லை. பயனற்ற இந்த பட்டங்களை அளிக்கும் கல்வி மையங்களை வங்கிகள் அடையாளம் காண வேண்டும். அதில் படிக்க மாணவர்கள் கல்விக் கடன் கோரினால் அதை அனுமதிப்பதில் எச்சரிக்கையாக இருக்க வேண்டும் என்றார்.

கல்வியை வணிக நோக்கில் நடத்தி பணம் சம்பாதிக்கும் முறையற்ற கல்வி மையங்களால் வங்கிகளின் கடன் சுமைதான் அதிகரிக்கும். 

மிகவும் உயர்ந்த தரத்திலான பல்கலைக் கழகங்களில் கல்விக் கட்டணம் மிக அதிகமாகத்தான் இருக்கும். எதிர்காலத்தில் இவை மேலும் அதிகரிக்கக் கூடும். இருப்பினும் தகுதிபடைத்த அனைத்து மாணவர்களுக்கும் கல்வி கிடைக்க வேண்டும் என்பதில் எவ்வித மாற்றுக் கருத்தும் இருக்க முடியாது. 

திறமையான மாணவர்கள் மேற்படிப்பைத் தொடர இருக்கும் வாய்ப்புகளில் முதன்மையானது வங்கிகளின் மூலம்கிடைக்கு கல்விக் கடன். அவ்விதம் கடன் வழங்கும் வங்கிகள், அந்தத் தொகையை மாணவர்கள் திரும்ப செலுத்த முடியுமா என்பதைப் பார்க்க வேண்டும். அவ்விதம் படித்து முடித்த மாணவர்கள் வேறு வேலை கிடைக்காமல் கடைசியில் குறைந்த ஊதியம் கிடைக்கும் பணிக்குச் செல்ல நேரிடும். அப்போது அவர்களால் வங்கிக் கடனை திரும்ப செலுத்த முடியாமத சூழல் ஏற்படும்.

இதுபோன்ற லாப நோக்கிலான கல்வி மையங்களை அடையாளம் காண வேண்டிய பொறுப்பும் நமக்கு உள்ளது. வெறுமனே கல்விக் கடனை வழங்கி அவர்களை கடனாளி ஆக்கி உதவாத பட்டத்தை பெற வைப்பதில் என்ன பயன் இருக்க முடியும் என்று அவர் கேள்வியெழுப்பினார்.

தனியார் கல்வி மையங்களில் எப்போதுமே கல்விக் கட்டணம் அதிகமாகத்தான் இருக்கும். எதிர்காலத்திலும் இது அதிகரிக்கத்தான் செய்யுமே தவிர குறையாது என்றார்.

இதுபோன்ற விஷயங்களைப் பேசுவதால் இனி பட்டமளிப்பு விழாவில் பேச்சைக் குறைக்க வேண்டும் என்ற கட்டுப்பாடு வரலாம் என வேடிக்கையாகக் குறிப்பிட்டார் ராஜன்.

இப்போது உங்களிடம் நான் பேசிய வார்த்தைகளில் ஏதேனும் ஓரிரண்டு வார்த்தைகளை சில ஆண்டுகளுக்குப் பிறகு நீங்கள் நினைவில் வைத்திருந்தீர்களானால் நானும் ஒரு சாராசரி பட்டமளிப்பு விழா பேச்சாளராவேன். ஆனால் பெரும்பாலும் யார் பட்டம் அளித்தார்கள் என்பதே பலருக்கும் நினைவில் இருப்பதில்லை. அப்படி இருக்கையில் அவர்கள் கூறியது எங்கு நினைவிருக்கப் போகிறது.

தாராள சந்தை என்பதில் பாரபட்சம் இருக்கக் கூடாது. ஆனால் முன்னேறிய நாடுகளில் கூட செல்வந்தர்களுக்குச் சாதகமாகவே சந்தைப் பொருளாதாரம் உள்ளது.

மிக அதிக ஊதியம் வழங்கும் பணிகளுக்கு திறமை மிக அவசியம். இதற்குரிய சூழலில் படித்து வரும் மாணவர்களுக்கு இது எளிதாகக் கைகூடுகிறது என்றார் ராஜன்.
